What is the PNP

Canada is planning to welcome 1,233,000 new residents between 2021 and 2023 in a bid to rebuild the economy and recover from the impact of Covid-19. 60% of these will be via pathways such as the Provincial Nominee Program (PNP).

The program enables provinces and territories of Canada to nominate individuals and families who wish to relocate and settle within their provinces and territories based on their individual eligibility criteria.

Participating Regions

Nominations are based on requirements, and each territory has its own ‘streams’. In a program stream, for example, one territory may seek experience within a specific occupation or status such as business people, skilled workers, semi-skilled workers or students. Another may prioritise French speaking immigrants, the second most commonly spoken language in Canada. In order to qualify, immigrants must meet the necessary criteria, and demonstrate that they can actively and positively contribute to the local economy and society.

In order to be nominated by a province or territory, you will need to follow the instructions on their individual websites and contact them directly. Bear in mind that the criteria for any province or territory can alter at any time without notice.

Application Process

Applications are a two-part process and can take approximately 15-19 months to complete. Many of the larger provincial programs tend to face problems with processing delays, but Canadian provinces open and close their popular streams periodically which vastly reduces this issue.

As final immigration decisions are made by the Canadian federal government and not the provincial government, you first need to apply to the provincial government. If your application is successful, you will then have to submit a second application to the federal government to achieve permanent residence status.

 

This program is aimed at workers who fit the following criteria.

Initially, it is important to establish the process stream that you belong to, as this will dictate your application procedure. It may require a paper-based process, or an online process through Express Entry. Regardless of your chosen province, you will also need to pass a medical exam and submit a police check certificate, both of which are compulsory.

  • Have the skills, education and work experience to contribute to the economy of a specific province or territory.
  • Want to live in that province.
  • Want to become permanent residents of Canada.
 

Criteria

  • You must apply to the province or territory under a non-Express Entry stream.
  • You must meet the individual eligibility requirements of the province that nominates you.
  • Once you have been nominated, you submit a paper application for permanent residence to Immigration, Refugees and Citizenship Canada.
  • You will need to pass a medical exam and submit a police check certificate, both of which are compulsory.

The paper-based process requires the following criteria.

It is essential that you are honest in your application for permanent residence. If you are not, your application will be refused and you may be found admissible. You are also likely to be banned from a further application of permanent residency for up to five years.
