THE PNP: WHAT IS THIS AND HOW IT CAN HELP ME TO MIGRATE TO CANADA?

The PNP or Provincial Nominee Program allows all Canada’s provinces and territories to nominate skilled worker candidates with specific skills needed for that particular area to apply for Canadian Permanent Residency. The program is gaining popularity and between 2021 and 2023 approximately 250,000 people are expected to receive Canadian Permanent Residency through PNP.

HOW DOES IT WORK?

Each province and territory set up its criteria for PNP. For example, one province might need nominees with French-language proficiency, the second province might be looking for a particular occupation or skill, the third one is more interested in the educational background, and so on. WHAT ARE THE STEPS TO APPLY FOR A PROVINCIAL NOMINEE PROGRAM?

Unlike Express Entry Program, the PNP is a two-part process where the federal government is the one who has the final decision on whether you are eligible to receive Canadian Permanent Residency or not.

To apply to the PNP you should follow easy 4 steps:

  1. Check your eligibility for the selected options.
  2. Complete a Provincial Nominee Program application and submit it to the province or territory.
  3. Receive an official Provincial Nomination certificate.
  4. Submit your permanent residence application to the federal government. Here, it’s important to remember about 2 options:
    1. If you were nominated through an Express Entry-aligned PNP, you can apply through Express Entry.
    2. In another case, you should submit a paper-based application.

With more than 70 PNP streams they work on a different basis. Some are first-come, first-served, while others either require potential applicants to first register an Expression of Interest, or they are passive.

The first-come, first-served option works until the required quota of nominees is met. This is the fastest stream and once filled, it is closed, so you should constantly monitor the situation not to miss an opportunity.

Expression of Interest is the method specially created for provinces that incorporate points systems. To some extend it looks like the Express Entry program but has its own points system that is different from CRS.

Passive streams mean that applicants who are mostly Express Entry candidates cannot actively apply or declare their interest in being considered for a nomination through these streams. In this case, they are contacted directly by the province with an invitation to apply. An example of such streams is Ontario’s Express Entry-linked programs that include Human Capital PrioritiesFrench-Speaking Skilled Worker, and Skilled Trades.

POINT BOOSTING PROGRAM: WHAT IS IT AND HOW DOES IT WORK?

Before we dive deep into the program itself, we should explain a little bit about the Comprehensive Ranking System, or in short, the CRS. It is a point system criterion that is used in the Express Entry Program to score skilled worker program participants. Those who get the higher results will receive an invitation to submit a full application and process the payment.

The maximum of 1,200 points for the program are given based on:

  1. Human Capital factors include age, level of education, language ability, and Canadian work experience.
  2. Spouse factor means that if you are a single applicant, you can get up to 500 points for the core human capital factor, however, if you are applying with a spouse maximum of 460 points go for core human capital factors of the main applicant and up to 40 points for the spouse, so if something is missing from your part can be gained from the spouse part.
  3. Skill transferability factor, like language level with a maximum of 100 points.
  4. Additional factors such as provincial nomination, Canadian study experience, a valid job offer, a sibling/family member in Canada, and the French language ability) will give you extra 600 points, making in total 1,200 points.
