Immigration, Refugees, and Citizenship Canada (IRCC) will not refuse applications for being incomplete. What they’ll do is return your application along with a request for the missing documents and information. Remember, while filling your study visa application, you should not leave anything blank. If you do so, it will be returned, guaranteed. This will ultimately waste your precious time as your future education is on the line. Try your best to look for the information they’re asking for, and if you don’t fall under any category or option, you can insert N/A, which stands for Not Applicable.
